STEPS:

1.Open the image of the girl.

2.Select the area desired.3.Now move this to a new document.4.Add this image to the same new document.Decrease the opacity of this image.Using clone tool adjust the background.

5.Add text using text tool accordingly.
6.Add shapes(stars and fill color).
